GSIS Pension and Retirement Benefits and Programs


The GSIS, Government Service Insurance System in the Philippines has wonderful and worthy retirement programs for all its members when they reached the age of retirement. There are also gratuities and pension benefits to be given for entitled beneficiaries in case the GSIS member died before he reached retirement. That is called survivorship benefits and pension. But in this page, we’re gonna talk about old age pension which focuses on cash pension, lumpsum for qualified retirees. Bonded and knotted with the government, the GSIS and the government have made some laws to best serve and give every government employee what they deserve.

Pensioners and retirees can now enjoy amazing perks the GSIS grants for them like the great convenience of having the GSIS ecard plus you can use anywhere nationwide and globally and the yearly pensioner bonus. GSIS Retirement Plans: What is Best for You?

The Government Service Insurance System (GSIS) offers five types of retirement programs for all its members who wish to retire and start a new exciting phase of career. Lots of government employees, sad to say though aren’t really aware of what type of retirement plans they’re gonna have... How much pension are they entitled to receive…what are their other options…what are their rights and benefits…I’ve worked in the GSIS, and I know this is true. Lots of government employees who file their retirement applications don’t even know what are those RA 8291. 660 etc. In other words, members lack information regarding their benefits and options. Everyone really must know what kind of life those monthly premiums would bring them in the future or in the call of time. That’s why I created this page. No worries, now you can know what type of GSIS pension scheme that would suit you and best for you. You can compute and assess your pension to each plan available for you. Read on and understand the retirement plan of your choice.

Retirement under R.A. 8291 – a GSIS member have the option to receive a 5 year lump sum or cash payment with instant pension

Retirement under R.A. 660 – known as “magic 87” (retiree’s age plus years in service must sum up 87)

Retirement under R.A. 1616 – you can take all your GSIS premiums and receive gratuity payments from your employer at the same time

Retirement under P.D. 1146 – only those who have been in government service after May 31, 1977 but before June 24, 1997 can avail of this retirement program. It gives you a choice between a basic monthly pension (BMP) and cash payment.

Retirement under R.A. 7699 – known as ‘Portability Law’. SSS years of service plus your GSIS years of service can qualify you for retirement pension.

A GSIS member have the option to receive a 5 year lump sum or cash payment with instant pension.

Wow! Right? I don’t think you can have that in the SSS. Anywayz, under this Republic Act 8291, the last three years of service of a retiree need not to be continuous. This retirement scheme seems so cool heh. Compared to other retirement program of GSIS, this is the only one that allows you that. So what are the requirements to make you qualify for this very nice plan?

  • You must have rendered at least 15 years of service and must be at least 60 years of age upon retirement.
  • You must not be a permanent total disability pensioner.

And now the very rewarding pension options offered to you if you chose this retirement plan:

Option 1: 5-Year Lump Sum and Old Age Pension

With this, you can get your 5-year worth of pension in advance in a lump sum amount. The lump sum is equivalent to 60 months of the Basic Monthly Pension (BMP) payable at the time of retirement. After 5 years, you will start receiving your monthly pension then.

Option 2: Cash payment and Basic Monthly

Under this option, you will receive a Cash Payment equivalent to 18 times the Basic Monthly Pension (BMP) payable at the time of your retirement and then a monthly pension for life payable immediately after your retirement date. The computation of the GSIS retirement monthly pension for this type of plan is simple.

This is the most common choice of pension plans retirees choose. If you want to put up a business or travel overseas, this plan will be perfect for you. You can use the lump sum amount to anything you desire and just receive the pension for life if not after five years from option 1.

GSIS Retirement under R.A. 660

known as “magic 87” (retiree’s age plus years in service must sum up 87)

This one is amazing! Let’s say you’re 55 and you have worked in the government for 32 years, you can avail this retirement plan. That’s “magic 87” is all about. Now you ask me what are the amazing options for this kind of retirement in the GSIS…here they are:

Option 1: Automatic pension. A pensioner below 60 has the option either to receive automatic pension or a lump sum of one year monthly pension in advance for 5 years. After the 5-year lump sum, they will start receiving their monthly pension for life.

Option 2: Initial 3-year lump sum. To those who are 60 but below 63 years old upon the date of their retirement, they will receive a 3-year lump sum. On their 63rd birthday, they will then receive the subsequent 2-year lump sum. If the pensioner is still living after the 5-year guaranteed period, he shall be entitled to a monthly pension for life.

Option 3: 5-year lump sum. This is intended for those who are 63-65 years old. They can receive a 5-year lump sum of cash upon retirement. After 5 years, they will receive their monthly pension for life then.

Conditions with this pension plan must be met:

  • The maximum monthly pension for those above 57 years old shall be 80% of the Average Monthly Salary (AMS) received during the last 3 years immediately preceding retirement.
  • The Maximum pension for those aged 57 and below shall be 75% of the AMS.

The requirements for this type of retirement plan will be:

1. The retiree's last 3 years of service before retirement must be continuous, except in cases of death, disability, abolition, and phase- out of position due to reorganization.
2. His/her appointment status must be permanent in nature.

3. Must be under the ‘magic 87’ as shown below:

GSIS Retirement under R.A. 1616

You can take all your GSIS premiums and receive gratuity payments from your employer at the same time

This one sounds so hip, too. With this retirement plan, you can refund all your GSIS premiums and contributions plus you can receive a splendid gratuity payment from your last employer. This is perhaps ideal for those who wish to retire early as long as they meet the qualifications listed below. You can invest a business and take all your premiums. This though does not give you a forever monthly pension just like the other plans.

The requirements for the RA 1616 retirement option are:

  • The retiree must be in the government service on or before May 31, 1977
  • The retiree must have rendered at least 20 years of service regardless of age and employment status
  • The retiree's last 3 years of service before his retirement must be continuous, except in cases of disability, death, abolition or phase out of position due to reorganization.

Retirement Age | When is the Best Time to Retire?

When is the best time to retire really? Is 60 the best retirement age? Someone would say, by the time I’m forty-ish I’ll retire and just travel wherever I want to. After all, life is about pleasure and enjoyment. And few would say, no 50 something is the perfect time to retire. And they say 60 is the best. Someone would object, no way I retire at 60. I’ll retire at 65. I’ll die at boredom without doing something at 60. But then who said about doing nothing after retirement? Hmmmm... What about you…any plans for your retirement? Nagretire ako due to Mt. Pinatubo erruption all requirement were submitted, my policy contract is being surrendered & cleared up so the claim waiting at the age 60, my claim docs at my hand it was stated thereat tobe delivered shall be delivered supposed tobe March 2, 2018,

but then I couldn't wait due to according to the branch they will reconstruct so reconstruct ..ok but the they can not deliver that they fiound out that i have an outstanding balance more than what I can received supposedly, my question is if you surendered your policy how come that it arrived that i have an outstanding balance?

I had 14 years and 4 months Government Service. It appears that I have 8 months short to complete the 15 years service to be qualified to retire under RA 8291.

Can I continue making contribution to GSIS to complete the 15 years Service? Or is there any other way to go about it? Will appreciate help!

Retirement age should now be changed in an earlier age due to the fact that people life span is 64. There employees who are above 60's who are retireable don't even enjoy the fruits of their long hard work coz they die while in the service. So its high time now that the Congress will look into this matter,, aside if employee retire early then there will be a vacancy for those qualified newly graduates.

Mag inquire lang po ako, regarding Survivorship benefits. Actually I am Edivilla Apos Abuton in my GSIS membership information. But I married again with a Foreigner and actually living in Germany. In my beneficiary, it was my son that was written as beneficiary, since my husband left us when he was yet very small, but then my husband died, so i was able to remarry. My question is, can my son enjoy the survivorship pension even if he is not dependent anymore.... or only the legal husband. If it is the legal husband only, can my second husband enjoy that survivorship pension? There is also problem in my records since it was not yet change to my present family name. what shall i do about it, since I am here in Germany and will only have my renewal thru video conference in Skype. Please enlighten me about this matter. Thank you very much.

my husband will be 58 this coming April and was an instructor in Tarlac State University from 1983 to 2005. he filed a vacation and went abroad and hadnt reported since then. we are staying now in Baguio and he had a stroke last January of 2005. He did not resigned officially and maybe considered AWOL. he had a 17 years contribution to GSIS, is there any benefits for him?

Hi! I'm 63 years old and based in Cebu. And the last government employer I had was the Dept. of Educ. Regional office in San Fernando, Pampanga in 1992. Do I need to personally go to this office for the signature of the endorsing officer? With this age of technology, I believe if we can prove we are the person we are saying we are, every time a name, a birthday and perhaps a mother's name are typed on the website, the complete record should come out like magic....just thinking out loud. GSIS Tuguegarao is delaying the release of my mother retirement fund. They keep asking the non-pendency of case for. She has submitted two of these because every time, they are telling her it gets outdated. My mom left them a form before she left for NZ last January. She thought they will finally process it as they promised "within two week" and they will call to confirm but they never called - my aunt went to follow up and they told her she needs to present a new non-pendency form once they call her. They never called back and now it's March . why is it taking so long? My mom had 42 years of service as a dedicated midwife. She's still in NZ now and she wants to go home to follow-up her case herself but she is unwell. I am afraid that the stress of this issue will harm her further. What laws cover us? Is it possible to UNDO what has been DONE? What can we possibly claim? BACKGROUND: Under SSS coverage since 1977, Supreme court decided all Water districts are GOCCs in 1992 and all regular employees who are not Civil Service eligible cannot be removed by virtue of their decision, then we were covered by GSIS from 1992 to March 31, 1997 (5 years)coz OCWD was privatized together with SBMA Utilities, DMCI and Biwater (a British company) by April 1, 1997, the former OCWD subsequently dissolved and transferred ownership to Olongapo City government which sold its shares to DMCI last June 8, 2012, low premium under SSS and loans were deducted when the amount was turned over to GSIS, the GSIS wants to just refund the contributions, some OCWD employees have died, retired, disabled, sickly without the benefits due them if any, while the case is on going for 22 years and without definite date when the members can ckaim.

My mom, 86 yrs old now, arrived from the US a year ago. While she was there, she still receives her pension through the ecard. However, every year, too, my sister has to call GSIS Philippines assuring them of her status.

My mom is already back in the Philippines for good. What shall I do to assure that her pension will continue.

I also tried applying for her lifetime Phil Health membership but they are asking for her retirement records which they said should be available from GSIS. How can I secure a copy of this record?

How do I avail of the Portability Law RA 7699? I worked in private firms for more than 2 years (accumulated from 1975 to 2003) then from 2004 to 2013 with the government... where will I apply? thanks!

h! twentyfive my mom is a teacher she died on march 1 2013 she is on the service and she applied her retired in the ombudsman last year 2012,then after i completed the requirements for the death benefits and her survivorship, the employee said in the GSIS you cannot claim your mother retirement cause she didn't apply for the retirement before she died,but she is already applied her retirement on the ombudsman she is 36 to 38 years in the service ,what is this? what is the rule of GSIS about this case, i think this is not fair... hope you answer my concern ....

Re-electionist Sen. Alan Peter Cayetano authored the law changing the basis for computation of retirement pension from average of last 3 years of monthly salary to last 10 years. The implementation of the law has been held in abeyance this 2013 and shall be implemented in 2014. Sana naman hindi inapprove in PNoy. Kawawa naman kaming mga magre-retire. matanda na binawasan pa na pambili ng gamot.

He started in service in 1975 and retired in 2001 with 26 years in service. He just turned 60 years old last year, December. If he is already a pensioner, I'm not so sure. All I know is that Portability equals SSS plus GSIS creditable year of service. Please go to the SSS to know more.

@Bart it depends on the retirement option the person chose and the availability of the requirements. Filing and submission is fast nowadays like you can follow up about your application after 3 days. If your pension will start, you need to have the ecard and it takes about 5 minutes for that (assuming there is no long line or a line). My grandma received her ecard after a month but I think it's faster now.

@Leslie If I'm not mistaken, all pensioners are entitled for bonus and I think they give them when the pension starts every December in your case after the 5 year-lump sum

@Fhely please read the retirement plans to know if he is qualified and I suggest he goes to the GSIS branch near you and have assessment as to what he is entitled from his case

@Mary Ann that news will stay as rumor until there is a law approved already. You can retire before 60 under the Magic 87 retirement option. Read it in the article or watch the video.

@Petals you are fine with the ecard. The Umid is just another option. Yes, the ecard is a major requirement because it serves as your GSIS ID.

@Anna I'm so sad to hear that about your friend's sickness. It is best if anyone from her kin or close kin to inquire about her applicable benefits. Bring her GSIS ecard, your valid ID, her medical certificate and discuss about the benefits she will be entitled. GSIS will then assess her records. You will have to look at her records before you know the benefits she could avail or whether she may be entitled for early retirement. God bless you both :)

@Faith As soon as he reach 60. The date will be shown at the paper they will issue you when you filed for it...together with the amount of pension. You will have to update your ecard to receive that pension

I have a friend who has cancer and is dying. She is a government employee and have been in service for almost 18 years but has incurred leave without pay due to her illness. Could she avail of an early retirement or any kind of benefit from gsis so she could use the money she would get for her medicines and other needs. Please help me, thank you and God bless you!!!

good day! this in relation to julieta lakay's concern on gsis pension computation from last 3 years to 10 years.i was able to attend a pre- retirement seminar conducted recently by our local hrmo with the gsis officials.yes, they confirmed the rumor that it is now in its 3rd reading in the house of representative.however, they never told us who authored this law so that we can have a hand to the way, i planned to retire soon cause i am 60 years this coming december.i hope you vould help us onthis matter.thank you and don't stop in giving us useful info to lean on in our old age.
