The One-Eyed King
The One-Eyed King is a mysterious ghoul believed to be the leader of Aogiri Tree. Due to that it was often said that Eto Yoshimura (also known as the author Takatsuki Sen) was actually the One-Eyed King, which was denied by her later in Tokyo Ghoul:re chapter 61. After that it was questioned many times who the real King was or whether he even exists. But, in chapter 86 she revealed that the King was actually Arima Kishou and that he and Eto were working together on "raising" a new King.
In reality, however, the King is revealed to be a title passed from one individual to another. Arima held the title of the One-Eyed King as part of a much larger plan - starting a revolution led by the new One-Eyed King. In the book she wrote - "Bileyg, the King", Eto was actually talking about the One-Eyed King. Her depiction of the King is a ghoul that leads the other ghouls in a rebellion to reclaim their rightful place in the world. She sees the King as a symbol of hope for all ghouls. Eto's real aim for writing that book was to spark the flames of hope in the ghouls who read it, and for them to wish for the coming of a new King who will save them, as explained by Ayato.
Arima and Eto
In Tokyo Ghoul:re chapter 86 it was revealed that the real One-Eyed King Arima and Eto have been working together all along. Their ultimate goal was to find a new King who would be able to lead a rebellion. I believe that the one to actually "choose" the King was Eto. As the one with more freedom to move than Arima, she was the one to decide on a worthy King and she chose Kaneki Ken. Eto was the one preparing him for the big day from that moment to the moment Kaneki was captured by Arima and "reborn" as Sasaki Haise. The fact that Arima didn't choose the new King can be seen when he first fought Kaneki. After witnessing how great his potential was, Arima said: "Oh, I see... You're...". He was most likely referring to the King candidate Eto has prepared for him. After that, Arima took the fight more seriously, since he wasn't fighting just any ghoul, he was to fight the future King and draw out his potential. Then, when Kaneki actually managed to wound him, he seemed satisfied and stated: "You're good, Kaneki Ken.". This line brought me to believe that he was testing Kaneki to see if Eto had really chosen a good candidate and was more than impressed with the end result, thus deciding not to kill him, but to "raise" him as Sasaki Haise. Also, the fact that he knew Kaneki's name even though they had never met before could just prove my previously mentioned point. This could mean that Eto mentioned Kaneki is a good candidate to Arima before.
The fact that Kaneki's new name was Sasaki Haise also connects to the name of the main character in Eto's book - the King Nameless. Nameless is a ghoul who leads his fellow ghouls as their King, flying the flag of rebellion against a world that oppresses his kind. In Tokyo Ghoul:re chapter 51 Kanae von Rosewald called Haise's name which was translated from the German language as "No name". This fact brings Kaneki one step closer to the King Nameless from Eto's book, since "no name" literally means "nameless". I highly doubt that Eto chose the name Nameless by coincidence. I think that this was her way of saying that the King is supposed to be Sasaki/Kaneki himself and that he is to lead the ghouls to a new future.
Also, when Kaneki asked Eto about the meaning of the book, she responded with saying that this book was an offering to the King, probably hinting to Kaneki himself, who loves to read books, especially Takatsuki Sen's works, but also to show him the real purpose of the King.
The New One-Eyed King - Kaneki
After deciding to train Sasaki/Kaneki so he could be able to carry the title of the King, Arima and Eto decided on the last test which would prove whether he is a success or a failed attempt. Kaneki's last test, which was given to him by Eto, was to kill the One-Eyed King, which later turned out to be Arima. Even though Kaneki ignored Eto's request, he still ended up fighting Arima, so he could buy enough time for Touka and the rest to escape, determined to die by Arima's hands. At that moment, Arima judged Kaneki to be a failed attempt, since he couldn't bring him to fight seriously and with determination. But, due to Kaneki's "talk" with Hide, he recovered once again ready to fight for his own life.
After Kaneki regained his will to live, Arima was finally able to carry out his plan - he wanted Kaneki to kill him. But, there was only one problem left, due to the time they had together, Kaneki began seeing Arima as his own father and didn't want to fight him at all, let alone kill him. He tried many times to make Arima surrender, but it was in wain, since Arima had decided on what he was going to do and wasn't going to change his mind. After Arima tried everything which was in his power to provoke Kaneki to kill him (threatening him and even piercing him with his Quinque), Arima finally gave up. He confirmed one last time whether Kaneki would kill him or not, and after receiving the answer "No", he slit his own throat.
With only a little time remaining, Arima explained to Kaneki that he would have died anyway, even if he had not killed himself. That is because Arima, along with Furuta, Hairu and everyone who was raised in the Sunlit Garden, are actually not human, they are Half-Humans, failures with mixed blood. Half-Humans are children born between a human and a ghoul. The belief that children like that mostly die (or become a half-ghoul like Eto, which is a really rare case) was actually a lie. The children who are born like that are no different than normal humans. They don't always manifest Kagune and they are able to eat normal food. But, they have highly developed physical abilities and shorter life-spans. That means that Arima was aging faster than a normal human would and was already at death's door for a longer period of time.
On his death-bed, Arima asked Kaneki for one last request and that was to make it look like Kaneki was the one who killed him. Arima explained that he would very soon find out what it is that he actually wants to achieve by doing that and after Kaneki accepted that request, Arima died peacefully with a smile on his face, like he had finally been able to leave something precious and meaningful behind. With the 0 Squad (Arima's Squad) appearing, Kaneki found out that Arima even planned out Kaneki's escape and ordered his squad members to help him.
Later on, Kaneki encountered the wounded Eto, who was also one breath short of dying. She was the one who revealed the truth about Arima and the plan they were working on. She told him the real identity of the One-Eyed King (Arima) and that they were only keeping the throne warm for the new King. She gave Kaneki the choice of whether he would take on this responsibility and sit on that throne or if he would destroy it. It all ended with Kaneki declaring that he is the new One-Eyed King, showing us that he is determined to carry on Eto and Arima's legacy.
After all this, I can conclude that Arima wanted Kaneki to take over the title of the King and do what he was unable to do this whole time. The reason for that is most likely his short life-span, but perhaps the fact that he killed a countless number of ghouls and was feared by them as well. Maybe he was not confident enough that he could do it due to his connection to the CCG, since the One-Eyed King was supposed to be a symbol of hope. This is further confirmed by the 0 Squad since Arima gave them the order to help Kaneki, but I also believe that they are to "serve" Kaneki as the new King, just like they did with the last King Arima. They even defied the CCG for that purpose and helped Kaneki defend Touka and the others by attacking their fellow ghoul investigators.

A Second One-Eyed King
Despite everything written up to now, there are still some things that seem rather confusing. One of these things is the fact that V, or the Washuu Clan, didn't know that Arima was the One-Eyed King. Their main goal was to find out his identity and defeat him, but who would have thought that he was actually in the CCG all along. What's more, they thought that the One-Eyed King was most likely Eto. We can see that Arima wasn't really fond of and didn't trust V despite working for them, so he never told them that he was the King.
That also connects to the reason why he revealed to Kaneki who the V are and that the whole foundation of the CCG lies on a lie. He probably meant for him to fight against them, though the real reason is yet unknown. The real objective of V is still hidden and not even Arima knew why Half-Humans were "made". The one thing we do know about the V is that they want to get rid of the One-Eyed King at all costs.
Before she got caught, Eto mentioned that the parent organization of the CCG was founded over 100 years ago in response to the appearance of an extremely powerful One-Eyed Ghoul. What could their connection to the first King be? This is a question I will talk about later in the text.
The second thing which was suspicious to me was when Furuta Nimura talked to Eto while she was imprisoned in Tokyo Ghoul:re chapter 66. During their conversation, Furuta told Eto: "I am rather uncharacteristically afraid of YOUR King.". The fact that he used the word "your" is rather confusing. Wouldn't it be just enough to say that he is afraid of the King? Also, later in that same chapter he also said to Eto: "You and YOUR One-Eyed somebody, irregular enemies, if you will, are an incredibly sharp thorn in our sides.". It's not like there is more than one King anyway, right? Or could that mean that there is actually one more King we know nothing about?
Another interesting thing happened in Tokyo Ghoul:re chapter 84 when Donato Porpora broke out of his cell. We can see that Uta came to pick him up and they are going to MEET THE KING. Now if we consider that they are talking about Kaneki, who at that time has not yet been confirmed to be the new King, then there is also the question how did they know about this. The only ones who knew about this plan were Arima and Eto, and their teams, the 0 Squad and Aogiri Tree (which I think that not everyone knew about the plan, maybe Tatara and Noro who were closest to Eto). So, did Donato or Uta find out? None of them are part of Aogiri, much less of the 0 Squad.
Now, if we take into consideration that the King they are talking about is not Kaneki but someone else, then it makes much more sense. They are both part of the Clowns and guess who is as well... FURUTA. The King they are talking about is actually the one from V. It may be strange, but Furuta is also part of the Clowns as claimed by Eto. She even claimed that he doesn't seem to care about either the V nor the Washuu. He may have sold their secret out, and that is that they also have a King of their own. That could explain why he addresses the King we know about as Eto's ("your") and why V is so determined to get rid of him.
In Tokyo Ghoul:re chapter 82 Furuta thanked Eto for getting rid of V members because they would have seen his Kagune and wiped him out. Furuta also stated that he will be able to obtain what he wants "ever so swimmingly". And he also said that he would mess up the One-Eyed King for HER (implying that he will gladly do the job instead of her). Once again if we take into consideration that Kaneki is the one and only King, this doesn't make sense.
Why would Eto want to mess him up like Furuta said. Also note that this time he didn't use the word "your" meaning that he isn't talking about Kaneki. But, if he means another King, it makes perfect sense, even Eto wanting to mess him up. I already mentioned the possibility of V having that King. That would explain why Furuta knows, since he is a Washuu. Moreover, he doesn't care about V (he even did the Kanou operation without their approval), so he doesn't mind killing him for Eto. He just doesn't care what will happen to them because he has a goal of his own which is yet unknown. Everything connects perfectly.
Furuta as the King
In Tokyo Ghoul:re chapter 98 it was confirmed that there is actually a second One-Eyed King, and his identity is none other than Furuta himself, although he is a self-proclaimed King. At the end of the mentioned chapter, we got to see Furuta who killed almost all of the Washuu clan members alongside Uta, Donato Porpora and an unidentified V member. Furuta stated that the King's crown and victory were both in the hands of the Washuu's King - himself.
Although Furuta is now the second King, there are no information which would prove or deny the existence of an earlier second King who was part of the Washuu/V. In fact, I would say that there indeed was one, but Furuta killed him and took over his title, since he told Eto he would get rid of the King for her. This would mean that there were two Kings, Arima and someone from the Washuu, and each of them had their title passed on to someone else. Arima passed it down to Kaneki/Sasaki, while Furuta forcibly took the title. Looking at the way Furuta became the KIng, it is noticeable that the Washuu never meant for him to become one. My guess is that the V's previous King was most likely the chairman Tsuneyoshi Washuu.

You may be wondering what Rize Kamishiro has got to do with all of this, but you will see. Actually, her role in all of this is way bigger than you may have imagined. Rize is not just any ghoul. Also, Kamishiro is not even her real name. Let's start with what we know about her. In Tokyo Ghoul:re chapter 64 it was revealed that Rize was found by Shachi (Matasaka Kamishiro) and since she didn't have a last name, he gave her his, and thus she became Kamishiro Rize. Now, at the beginning of that flashback, Rize wondered if she was able to get away from "them". Who was she talking about?
If you look back at Tokyo Ghoul:re chapter 63 you will find the answer. One member of the V stated that they can't have Rize run around anymore. What's more, rather than her name, he used the word "that". So she was actually running from V. This also makes more sense if we add the fact that the one who actually dropped steel girders on her in the very first chapter of Tokyo Ghoul was actually a member of V, Furuta.
This was also stated by Eto during her talk with Furuta who didn't even deny it, but rather said that it was a story which won't be told today. But, what he did confess to was that he is a member of the Clowns and if you look at his mask in Tokyo Ghoul:re chapter 66, you can see that it's the same as the mask of the Clown that almost killed Rize and Kaneki.
But, there must be a reason why V is after her and even wants to kill her.
Before I come to the reason, there is one more thing which connects to all of this. In Tokyo Ghoul:re chapter 64 Eto talked to Kaneki about V and then she mentioned RC Gates. She told him that it was weird that the gate didn't respond despite him having RC levels on par with or surpassing that of most ghouls. She then explained that those gates were designed in order to ignore RC cell readings that conform to a particular pattern. They don't detect RC cell reading from ghouls that belong to V (Kuzen who was a member of V and Eto's since she is his daughter) and Rize's, meaning it also doesn't detect Kaneki's RC cell readings. Here she confirmed that Rize fled from V.
Now, after reading this chapter you would think that Rize was a member of V just like Kuzen. But that may not be true. In Tokyo Ghoul:re chapter 66 you see Furuta's flashback where he talks with Rize and asks her if she is also BRED. And she replies "yes". We know that Furuta was raised in the Sunlit Garden along with other investigators and so was Rize. I believe that she is actually a Washuu. It may seem crazy but there is a reason why I believe that this may be true.
First of all, the fact that they were both bred in the Sunlit Garden means that she was originally a Half-Human like everyone else, including Furuta. How she became a full ghoul even though she was a Half-Human will be discussed a bit later in this text. We know that Furuta was in the Sunlit Garden despite being a Washuu. So, it wouldn't be strange if he wasn't the only one, right? Of course that doesn't mean that everyone there is a Washuu. But there is one more thing that led me to believe that Rize is.
Just before that flashback of Furuta and Rize in the Sunlit Garden, Eto told Furuta something interesting. She asked him how it felt to be unable to call his father a father. Right after Furuta got furious, he remembered this very scene with Rize... What does Rize have to do with his father complex? It just doesn't make sense to put a flashback of Rize, who is not even a part of the Washuu family, at that exact moment in the chapter. That's why I believe that Rize is actually a Washuu. The fact that Furuta doesn't know her in the flashback (he asked her if she was also bred, implying that they may have met for the first time) could be due to their age difference. While Furuta is around 24 years old, Rize is 18. It's normal for Furuta not to know Rize if he got in the Sunlit Garden even before she was born.
She is also the reason why he has such a father complex, and that is why he remembered her when Eto mentioned his father issues.
The truth behind Rize
In Tokyo Ghoul:re chapter 101 it was revealed that Rize was indeed a member of the Washuu clan, but she was from a branch family. This confirms my previous statements that Rize is a Washuu. In that chapter, while talking with Kaneki, Furuta revealed the system behind V.
Apparently, V is composed only of people who are members of the Washuu clan which has the main family and lots of branch families. All of the branch family members have their role: the ones like Furuta and Arima, The Demi-Humans, were tasked with "whatever needed to be done", in other words, they were doing their dirty work; and then you have "wombs", like Rize, who were meant for the preservation of the Washuu bloodline, meaning that her only role was to bear children.
While in the Sunlit Garden, Rize and Furuta spent a lot of time together. As Furuta described, Rize was very dear to him, and he dreamed of one day marrying her. Because of that, the though of having someone else from Washuu's main family rape her was unbearable to him, and, thus, he decided to help her escape. But, after she escaped, Rize only took advantage of her newly gained freedom, and forgot about Furuta completely. This further angered Furuta, who, out of fear she would end up pregnant, decided to keep her close, so he dropped the steel girders on her. Even now, Furuta still plans on marrying Rize and his ultimate goal is for Rize to bear his children - 101 of them.
Rize's Kagune and the original King
Now to come back to the topic of how Rize became a full ghoul if she was formerly a Half-Human. This is not really impossible if you look at Furuta and all the Half-Ghouls, especially Kurona who became a full ghoul after eating her sister Nashiro. So, following all this, we can conclude that the Kagune Rize has was not originally hers. So to whom did it belong to?
I believe that the Kagune Rize possesses and which is implanted into all of the Half-Ghouls actually belongs/belonged to the original One-Eyed King. While all of the other children in the Sunlit Garden were remarked as failures, Rize wasn't. They may have experimented on the Washuu kids to make them stronger and the only successful experiment turned out to be Rize. That way, the main family's attention shifted to Rize and Furuta was completely neglected. Thus his father complex came to exist.
But, how did the Washuu get the original One-Eyed King's Kagune? Remember when Eto said that the parent organization of CCG, which is in fact V, came to exist after the appearance of the first One-Eyed King. I believe that the original King was actually a part of the V, a Washuu. They were the ghouls who ruled at that time. There is also one time when Kaneki asked Eto about the V. She told him that they were people who "mistakenly believe that this world belongs to them". But due to some event or fight, the One-Eyed Ghoul left them (the reason could have been that he was a Half-Ghoul or he defied them) and the rest of the Washuu decided to get rid of him, maybe because he was a threat or because of revenge, we can't really know.
Furuta once said that the Washuu know the best way to control masses. That way, they "dress up regular enemies, and have the CCG take them out". That may be what happened with the original King as well. They formed an organization, making it look like the original King was the real enemy and then eliminated him. And later the organization came to be known as the CCG.
One interesting statement by Eto was made in Tokyo Ghoul:re chapter 66. After Furuta questioned the existence of the One-Eyed King, Eto told him that the King exists, in their BELLIES. This could imply to the fact that they are using the original King's Kakuhou to make Half-Ghouls. It's also interesting that she didn't mean Furuta's belly (in the end she didn't even know about his Kagune) since she said it in plural, bur rather she meant all of the Half-Ghouls which were made using Kanou's operation.
Of course none of this which I just wrote has to be true, there are not many statements which can support my speculations. But this is just a theory.
But, what if I were to say that the One-Eyed Ghoul, the original King, was stronger than the normal Washuu ghoul, and that is why the Washuu Clan started doing those experiments of making children who were between a ghoul and a human? They didn't want to become human like Arima thought, but they wanted to become Half-Ghouls like the original King.
After Rize became a full-fledged ghoul, she escaped from them. So, in order to keep this all a secret they hunt her.
Why would Kanou try so hard to obtain Rize's Kagune (when he could take them from other, also strong ghouls) if not for the reason that ONLY she has had a successfully implanted Kakuhou of the original King?
As previously mentioned, V wants to make it's members stronger. But that is not all. They want to get rid of any and all possible threats which includes the One-Eyed King, but other ghouls as well. They formed the CCG with that purpose in mind. While they are making themselves stronger with experiments and other methods, they are trying to weaken other ghoul organizations.
One good example for this would be one of Furuta's statements. He said that if they were to find out about the Kanou's operation he took, they would be sure to wipe him out. Why is that? They are trying to keep that technology to themselves and don't want others using it against them. It's obvious that anyone who becomes as powerful as Furuta due to that operation, automatically becomes a threat to them. It's very likely that Furuta didn't have their approval to do that, and any defying of their orders can cause suspicion and end in death.
Moreover, V may be using that technology to "create" a King of their own or they already did. In Tokyo Ghoul:re chapter 110 we can see that the CCG/V is mass producing ghouls using Rize's Kakuhou. They are possibly trying to create an army of strong ghouls or they are trying to find a way to develop the perfect replica of the original king using Rize.
Later, in chapter 119 of Tokyo Ghoul:re, Furuta stated that the Oggai, a new special force of half-ghouls that work for the CCG, are made from Rize. He even added that she made 100 new Kaneki's while actually referring to the Oggai.
When Amon and Akira approached Kanou in chapter 149, it was revealed that the Washuu are a clan that are Kakujas from their birth, making them extremely powerful. To add to that the power of the past King's Kagune would very well spell disaster.
But, the purpose of having Rize is not just to make an army of Kaneki-like ghouls. It is something entirely else. But, to get to that point we will first need to discuss the past King who fled underground and was, by my speculations, a part of the Washuu.
Later, in chapter 151 of the manga, it was confirmed that the underground King was Washuu. It was stated that the story and his identity were one of Washuu's taboos. Apparently the King hated the Washuu, but the reason remains unknown. Matsuri even said that Kaneki was able to become a monster that destroys Tokyo because his Kagune was from the Washuu lineage.
The past King and the 24th Ward
According to Nishio in Tokyo Ghoul:re chapter 128, the past King once led a revolution against the CCG and almost brought them to destruction. But, CCG was able to create a special squad to counter him. The above-ground ghouls that the King led were wiped out and the King fled underground, where he built a new kingdom - the 24th Ward. Whether that King is still alive and waiting for a chance to execute his revenge is unknown, but if it were true, that would mean that they are eating everything and everyone just in order to stay alive.
Also, the reason for the revolution against the CCG might very well been the sole reason why the original King left the Washuus to begin with.
Later, when Ayato went underground to investigate the 24th Ward, he came across a city, which was mostly uninhabited. But, he was ambushed by a few ghouls. After he questioned them in chapter 131, the ghouls claimed to be human and that they live in Tokyo. This showed that the legend of the underground city that the King made was actually true. But, what was the most surprising was their statement that the Naagas destroyed the town. What or who the Naagas are will be discussed later.
In chapter 146, after Kaneki became a monster covering the whole of Tokyo, Furuta revealed a bit more about the past King, saying that the past King once did something similar. He divided up and shared his life-force to the world.
From what we have seen, it seems that Kaneki and the past King have gone through the same thing by becoming huge monsters. Similarities can be seen with how the Kagune of, probably, the past King was all over the underground city, just like it is with Tokyo now.
As for the Naagas, they could very well been the ghoul-like things that are spreading the ghoulification-gas all over Tokyo. They are indeed destroying everything, just like it was stated for the Naagas.
As for what Furuta is actually planning to do with Rize is just the same. He wants to recreate the scenario that occurred with the original King, even more since Rize could have the original King's Kakuhou. That is why he refers to her as Dragon. In chapter 128, he said he would bring out the strongest enemy that could easily defeat Eto and Arima, and would call it Dragon IN HONOR OF HIS WASHUU ROOTS.
It is undeniable that this has something to do with the original King who was part of the Washuu like I said above. This might have been the original alias the past King was known under before claiming the title of the One-Eyed King.
Moreover, the reason Furuta drove Kaneki into the exact same thing was to use him as a prototype, an insurance of some kind, to see if that was even possible to begin with. After he got his confirmation, Furuta left and started the project named Dragon. What he is actually trying to achieve is unknown, but he maybe wants to share Rize's life-force or try something even less imaginable.
What also caught my eye was that, if we consider the "bastard children" spreading the ghoulification-gas to be Naagas, the Naagas are originally made from the past King. This time, Rize is the one who is causing it, but since she has the original King's Kakuhou, it could very well be the exacts same or similar Naagas that she is producing. Why this is so important is because of the gas they are spreading. That gas seems extremely dangerous even to ghouls themselves, except for one person - Kaneki. Normally, one would think that the gas would not have any effect on the main body it was created from. My belief is that the original King maybe attempted to wipe out all of the ghouls as a final means of destroying the Washuu.
But, Kaneki is not the one who is making them, but Rize. The reason he is immune to the toxin is because Kaneki has her Kakuhou inside of him, and therefore a bit of the original King's power too. That is also why Furuta used him as a prototype. Though he may not be as accomplished as Rize, he does have some part of the original King inside of him (which reminds of Eto's statement how the King was in their bellies).
Note: I don't even know how to label this anymore because the ending of Tokyo Ghoul did neither prove nor disprove the rest of this theory and I am extremely disappointed that we never got to learn more about the past of the Washuu and the original King despite it being teased so much in the manga. I was really looking forward to it, but I guess we will never find out now.

Thank you for reading my theory. I'm glad that you liked it :D When it comes to Kanou, I believe that he is a completely different story compared to Furuta and V. I believe that he is just using them and the circumstances which are currently in his favor, so that he can continue his researches. I think that when Furuta and V fail and go down, that Kanou will leave them and save himself. He is like a parasite. He will then turn to another organization which he will use. Well, that what I think at least :D
