What is Open Educational Resources (OER)?
The Department of Education (DepEd) Open Educational Resources (OER) is an innovative pathway to connect the disconnected schools with its prime role to support the requirements of the K-12 Curriculum. It focuses on the ICT Assisted Teaching and ICT Assisted Learning whereas the customization of localized materials is made possible to deliver quality, accessible, relevant and liberating education for all even for schools without strong internet facilities. The OERs are designed in such a way to cater the needs for interactivity, digitization and delivery of 21st Century Skills to make learners future ready. It started with the humble vision of Mark Anthony Sy, an elementary teacher of Greenhills La Salle who is now The Executive Assistant to the Undersecretary for Administration at Department of Education - Central Office.
In this Open Educational Resources (OER) program, there are key stages that partcipants must undergo.First, it is called Introduction; to replace the traditional instructional materials with the digitized version. Second, Adoption; to prepare teachers with the use of offline and productivity application tools essential to teaching. Third, Adaptation; to prepare teachers with the use of a Learning Management System to support and create online learning modules. Fourth, Appropriation; to enable teachers and learners use different e-learning tools to support the learning environment. Fifth, Transformational; to develop new learning strategies and methodologies mediated by the power of learning devices. With these key stages, indeed, DepEd Open Educational Resources is revolutionizing the pathway of education here in the Philippines.
The offline applications in the Basic Program of their Training Workshop are: Crossword Puzzle Creator, Wondershare Quizcreator, Word Search Maker, Comics Creator, The Hat, HotPotato,Kotobee,Wondershare Offline Module, Wheel of Fortune, Who Wants to be a Millionaire and many more. For the Advanced Program, participants create Learning Management System and Augmented Reality (AR) and Virtual Reality (VR). For the Proficiency Program, they are going to create an E-book. Recently, the Open Educational Resources (OER) Core Team has just successfully held the National Training Workshop in Puerto Princesa City, Palawan. It was attended by hundreds of teachers divided into three batches. As one of the participants deliver his speech as to what impression he could share, he said," I am so grateful that Department of Education has this kind of training to all public teachers because; indeed, this training teaches us the unimaginable digital skills that I've never dreamed to learn it because I am a junior teacher handling Physical Education and yet I can use it in my teaching strategies...thus, the skills that are taught can be applied in any subjects not just only ICT subjects."
He dreamed that someday Philippine Education would somehow be a competitive globally in terms of technology and education. As what he always said, connect the disconnected schools, especially in the area where internet connection is impossible to exist. Though almost schools in the Philippines have gadgets and equipment like tablets and computer systems, still teachers are not fully maximized its use, because they have limited knowledge when it comes to offline applications, an essential elements to use those equipment with or without internet connection.
Today, Open Educational Resources Core Team headed by Mark Anthony Sy himself has started to conduct the National Training Workshop in Open Educational Resources to all regions of the Philippines; equipping the teachers with digital skills to level up their teaching skills and strategies so that learning is in learners' interests because 21st century learners are different from the learners of long time ago.

In their lines, "We can now make: the impossible, to be possible...the undoable, to be doable...the unreachable, to be reachable...teach minds, touch hearts, transform lives."
