IITs, IIMs and CFTIs Teaching Faculty: Revised Pay Package


TC Section, department of Higher Education, Ministry of Human Resources Development, Govt. of India communicated vide O.O. No. F. No. 15-4/2017-TC, revised pay structure of Faculty and Scientific/ Design Staff in Centrally Funded Technical Institutions based on the pay revision of CG employees as per 7th CPC recommendations.Approved revised pay and other service conditions are as follows.

i) Designations of Assistant Professors (contractual) changed into Assistant Professor grade - II (Presently in AGP 6000 & 7000) and into Assistant Professor grade - I (Presently in AGP 8000 & 9000).

ii)The initial pay for Assistant Professor grade - II will be Rs. 70,900 (level 10) instead of the 7 non-compound increments.

iii) Direcor's pay in IITs/IIMs/IISC/IISERs/NITIE (80000 fixed in 6 CPC) is changed to Rs. 2,25000/- fixed.

iv) All other Directors (Rs 750000 fixed, in 6th CPC) is changed to rs. 2,10,000 (fixed).

v) Special Allowance of Rs. 5000/- shall continue till further orders.

vi) Revised pay and revised rate of Dearness Allowance shall be 1.1.2016

vii) Arrears payment shall be made during the current year.


Pay Fixation

Pay Fixation Method (7th CPC)

In the new system as per 7th CPC, concept of academic pay and pay band is changed to Academic level and Cells. The first academic level (Corresponding to AGP of Rs 6000) is numbered as AL 10. Other levels are 11, 12, 13A1, 13A2, 14, 14A and 15. Fitment factor or Index of Rationalization is 2.67 for AGP less than Rs.10,000 and 2.72 for the AGP of Rs 10,000 and above.

On January 1, 2016, the existing pay (Existing Pay in Pay Band + AGP0 in the pre-revised pay as on 31st December, 2015 shall be multiplied by a factor of 2.57. The figure (product so arrived) is to be located in the Academic Level (corresponding to pay band and AGP in the new Pay Matrix. Equal or next higher cell in the Academic Level (if equal is not available) shall be the revised pay. In case figure arrived is less than the first cell then pay shall be fixed in the 1st Cell of that Academic Level.

If more than two stages are bunched together, one additional increment (3%) may be given for every two stages bunched.


Whenever an employee gets a promotion, he would be given a notional increment in his existing Academic Level of Pay (moving to next higher cell) and the pay in the cell be located in the new Academic Level to corresponding post (promoted one).


Important change as per 7th CPC is that there shall be two dates for grant of increment namely, First January and first July of every year. Earlier there was a single date for grant of increment ( First July).However, increment date will depend on the date of appointment, promotion or grant of financial up-gradation.Rate of increment is 3 percent. Annual increment is given in the pay matrix table.

Since 7th CPC has abolished pay band and grade pay and subsumed grade pay in pay scales using different fitment factors.Recommendations of 7th CPC appears genuine to a great extent but should be looked into seriously if anomaly exists there in the pay scales of teachers. What was expected from the UGC pay review was clear to a great extent and it would be discussed below point wise in the light of 7th CPC recommendations





Comparative benefits under pre-revised Pay and Service Conditions over UGC teachers:

1). 7 advance increments as compared to 5 in case of UGC teachers

2). Movement to Assoc. Prof. After 9 yrs compared to 12 yrs for UGC teachers

3). 13 yrs for movement to Professor post compared to 15 yrs in case of UGC teachers

4). Movement to Senior Professor after 6 years as compared to 10 yrs in case of UGC

5). A cumulative Professional allowance of Rs 3.0 lakh for 3 years as compared to none for UGC incumbent

Pre-revised Pay Structure and Service Conditions (6th CPC)

Designations & Scales of Pay

A. Institutions that follow a Four-Tier Faculty Structure

1. Lecturer: The post of lecturer is to be filled on contractual basis with candidates who possess either a M.Tech if belong to engineering discipline or a Ph.D. if they have pursued their career in science stream. Selected candidates will be placed in PB-3 (Rs 15600-39100) with a grade pay of Rs 7000. A provision of advanced increments as per the qualification was made to award 3 advance increments to M. Tech & 6 advance increments to Ph.D. to attract the talent and fill up the vacancies. Further, an incentive in the form of 3 advance increments to those candidates who improve their qualification to Ph.D. while in service.

2. Assistant Professor:

Scale of Pay: Rs 15600-39100) with AGP of 8000, Minimum basic of Rs 30,000 inclusive of advance increments plus AGP of 8000.


Ph.D. with first class or equivalent at the preceding degree with a very good academic and research publication record and a minimum of 2 years’ post Ph.D. teaching/research/industrial experience

After successful induction period of 3 years in PB-3 with AGP of Rs 8000 or total of 5 years’ post Ph.D. experience- move to PB-4 (Rs 37400-67000) with AGP of Rs 9000

A candidate with Ph.D. qualification and 5 years’ of post Ph.D. experience/Ph.D with a total of 10 years’ teaching/research/industrial experience could be directly appointed to the position of Assistant Professor in PB-4 (Rs 37400-67000) with AGP of Rs 9000

HAG Scales to 40% of IIT, IIM Professors

6th Pay recommendations

Professors were recommended an additional grade pay of Rs 12000 in the pay band-4 but the it was only for 40% professors of an institute based on their performance.

Latest decision of HRD Ministry

The new higher HAG scale (Rs 67000-79000) will be given to same 40% without any additional grade pay.

Professors who fail to get HAG scale, will be placed in the scale of Rs 37400-67000 and would be eligible for the additional grade pay of Rs 10500 to Rs 12000.

Only 20% Professors of NITs, ISM Dhanbad and School of Planning & Architecture, will be given new HAG scale.

New scale are implemented from August 18, 2009.

3. Associate Professor:

Scale of Pay: PB-4 (Rs 37400-67000) with AGP of 10000 and minimum of basic pay fixed at Rs 43000


Ph.D. with 8 years’ of experience of which at least 3 years at the level of Assistant Professor

4. Professor:

Scale of Pay:

PB-4 (Rs 37400-67000) with AGP of 11000 and Minimum basic to be fixed at Rs 48000

Eligible for AGP of Rs 12000 after 5 years’ experience


A minimum of 10 years’ experience of which at least 5 years as Associate Professor

Institute Professor:

Extraordinary academic achievements

Leading person in the subject

Minimum basic pay of Rs 62,000 and an AGP of Rs 13000

At least 10 years’ experience as Professor

According to Memo: F. No. 23-112008-TS.11, dated 22-9-09:

"The experience required for the post of Professors should be 'a minimum of 10 years' experience of which at least 4 years should be at the level of Associate Professor in IIT's, IISC

Bangalore, IIMs, NITlE Mumbai and IISERs or at an equivalent level in any such other Indian or foreign institution/institutions of comparable standards as,may be so decided by the Institute.

2. Associate Professor

Scale of Pay: PB-4 (Rs 37400-67000) with AGP of 10000 and minimum of basic pay fixed at Rs 43000

After 6 years of service eligible for promotion to Professor


Ph.D. with 5 years’ post Ph.D. experience of which at least 3 years at the level of Assistant Professor

3. Professor:

Scale of Pay:

PB-4 (Rs 37400-67000) with AGP of 11000 and Minimum basic to be fixed at Rs 43000

Eligible for AGP of Rs 11000 after 5 years’ experience

After 8 years , 25% of the Professors may be upgraded to AGP of Rs 12000


A minimum of 10 years’ experience of which at least 5 years as Associate Professor


PB-4 with AGP of Rs 11000 and a minimum basic pay of Rs 48000

B. Institutes having 3-tier structure

1. Assistant Professor:

PB-3 (Rs 15600-39100) with AGP of Rs 7000

3 advance increments to M. Tech & 6 advance increments to Ph.D.

3 advance increments to lecturers who complete Ph.D. while in service

Minimum qualification for appointment: M. Tech in Engineering & Ph.D. in Science, Social Science and Humanities

Assistant Professors with M. Tech

After 5 years >>PB-3 AGP 8000 after successful evaluation

After additional 7 years’ experience >>PB-4 (Rs 37400-67000) with AGP 9000 after successful evaluation

B. Institutes having 3-tier structure

Assistant Professors with Ph.D.

After 3 years >>PB-3 AGP 8000 after successful evaluation

After additional 5 years’ experience >>PB-4 (Rs 37400-67000) with AGP 9000 after successful evaluation and be designated as Associate Professor

Existing Lecturers (SG) without Ph.D.

Who have completed 3 years in Rs 12000-18300 as on 1.1.2006 will be placed in PB-4 (Rs 37400-67000) at appropriate stage as per 6CPC /UGC with AGP of Rs 9000

Those yet not eligible to be in AGP of Rs 8000 shall retain the designation of Assistant Professor till they become eligible for PB-4 (Rs 37400-67000)

Pay Fixation Formula

- As per 6CPC

Professional Development Allowance

- Rs 4 lakhs for a period of 3 years on reimbursable basis (Rs 1.0 lakh forfirst year & 1.5 lakh each during 2nd and 3rd year

Start up research grant:

Rs 15 lakh to fresh entrants


- Should be restricted to 52 days

Allowances and benefits

- All allowances as admissible to Central Govt. employees

- Shall be applicable w.e.f. 1.9.2008

Annual increments

- 3 – 4% (25% of faculty in various categories may be given 4% annual increment)

As per the notification (No. F. NO. 23-1/2008 -TS.11; dated 16-9-09), the following changes were made:

As per the modifications the post of 'Lecturer-cum-Post Doctoral Fellows' will be re-designated as 'Assistant Professor'. Other terms and conditions of appointment will remain same.

On completion of 3 years of service, Assistant Professors shall move to Pay Band of Rs 37400-67000 (PB 4) with an Academic Grade Pay (AGP) of Rs 9000 and will continue to be designated as Assistant Professor.

'A Ph.D with first class at the preceding degree' shall be the minimum qualification for all faculty

The age of superannuation of Librarians, the cadre of Physical Education Personnel of Centrally Funded Technical Institutions (CFTls); and Registrar and Finance Officer will be at par with faculty of UGC i.e 62 yrs from 16th September, 2009


Appointment of lecturers – for a maximum period of 3 years - as Lecturer – cum – PDF

To be placed - in PB-3 (Rs 15600 – 39100, AGP Rs 6000)

Seven non-compounded advance increments

Move to AGP of Rs 7000 after one year of post Ph.D. experience

Performance Related Incentive Scheme (PRIS):

As per the reliable sources, Performance Related Incentive Scheme (PRIS) is finalised for IITs. It has two components: PRIS(O)+PRIS(I). PRIS(O) is for organization amounting 10%, 15% or 20% (of the Basic Pay + AGP/GP). All new IITs are entitled to 10%. PRIS(I) is for individuals and distributed as follows: Top 10% to be given 30% Next 20% to be given 20% and Next 40% to be given 10% (of the Basic + AGP/GP). Interestingly, there will be no role of designation while deciding PRIS(I). It will be awarded on the basis of research, research guidance, teaching, consultancy, resource generation through sponsored research, etc. So, in IITs one can fetch a minimum 10% to maximum 50% of Basic+AGP through PRIS irespective of designation.

Appointment of Assist. Professors – in PB-3 (Rs 15600 – 39100, AGP Rs 8000)

Minimum of Assist. Prof. - to be fixed at Rs 30,000

Must have Ph.D. with 3 years experience to be appointed as Assist. Prof.

Appointment of Assoc. Prof. In PB -4 (Rs 37400 -67000, AGP Rs 9500)

Minimum pay of direct recruits to be fixed - at Rs 42800

Minimum of 6 years experience (3 yrs as Assist. Prof/Sr Scientific Officer/Senior Design Engr.)


Direct recruited Professors will be placed in PB-4 (Rs 37400-67000, AGP Rs 10500)

Minimum of direct recruited Professor to be fixed at Rs 48000

40% of Professors will be eligible for AGP of Rs 12000 after six years in AGP Rs 10500 on performance evaluation

Does anyone know what is the designation of assistant professors recruited after 01-jan-2006 and before implementation of 6th CPC in NIT to the pay scale 12000-420-18000.

Recently NIT Calicut has conducted interviews to the post of Assistant Professor with Pay band 15600-39100 with AGP 8000. The assistant professors recruited after 2006 were placed in with Pay band 15600-39100 with AGP 8000 without any increments. The candidates who are selected in the interviews conducted in 2010 are given higher gross salary than those selected in 2007 and 2008. They were given the increments for PhD and some of them even got higher pay in pay band (eg: pay of one of the persons for new recruited post is :pay in pay band in the newly recruited post is Rs 30000/- with AGP 8000) . The explanation is that the interview board has recommended higher pay scale. Is there any provision to violate in FR&SR that protects seniority?

Degree & humanities and Applied Sc. people get two advance increaments for their M.Phil. Degree. I want to know that should i also get the advance increaments on the basis of my M.tech. Ilooked for AICTE guidelines but found nothing about M.tech for Applied Sc. Plz help me if any body can.

teachers (Reader/Lecturer (SG)) and equivalent non-teaching cadres who have retired prior to 1.1.2006, are eligible to draw pension/family pension in pay band IV (Rs 37400-67000) if they have completed 3 and 5 years service in pre-revised scales of 12000-420-18300, respectively. State Govt. has been informed of the decision and teachers in state universities can now draw revised pension if state govt. agrees to it. This is realy a good news. Second person Y Joined 1.1.2006 as an Assistant professor (fresh PhD or less than 1 year experience)in IIT system: Basic 12000 at the time of joining

Let us see the situation on 1.1.2009:

- As per unrevised salary, salary of X is more than Y

- After pay fixataion, Y moves to PB4 (three years of experience) but X is still in PB3. Now salary of Y is more then salary of X

Tragedy of AICTE pay scales on October 08, 2009:

If you look at AICTE pay revision notification issued by MHRD on 7th Oct09, you can find that MHRD has decided to revise AICTE pay scale and the revision is "PURELY SAME AS THAT OF UGC REVISION made on 31st DEC 08 NOTIFICATION!!!". If this is to be given then why MHRD delayed for 10 months for AICTE scale notification. Is it to cater the needs of management of Pvt engg colleges? (most of them don't pay from 1-1-06).

Then what for "PUBLIC MONEY" spent on "Mehta committee which looked in to AICTE pay revision".

Does this means that MHRD kep quiet for 10 months and now announcing for AICTE governed Technical Institutions without any change from UGC scale including annoucing/issuing the same notification-for "known' and "unknown' reasons"!!!

Net effect of this total exercise is undue delay in implementation for teachers of Engg colleges + saving lots of money to the managements of Pvt engg colleges!!

Its a BIG TRAGEDY of this country!!!

The present pay scales approves by UGC are not in proper spirit of individaual. What about a Professor who has put up service of more than twenty years at level of Professor. With many institutes providing more importance to administrative work teaching will take back seat. The modalities of promotion should provide 80% importance to teaching and the balance activities should be reflected in 20%. Just guiding M.E./M.Tech and Ph.D. should not be considered enough for promotion. These criteria should be different for different organisations but day to day teaching should be given major importance.

1. DTF, DUTA, AIFUCTO have always talked big big things. They have not been able to get the fitment table released form MHRD or UGC for the last five months for the revised and approved pay scales by MHRD. 2.Have they lost faith in usefulness, importance , value and strength of the united teachers? 3.Every teacher must search his soul why teachers get the revision only after IAS and other Govt. staff gets the revision and that also after a year or two. 4. Analysis must be done as to who is to be blamed for this situation and take remedial steps. 5. HRD ministry that can not prepare fitment tables or has no talent in UGC to prepare fitment tables as per 6th pay comission scales, must delegate it to Teachers Associations who can do it fast and get it vetted from MHRD. Or MHRD should be transparent about the reaons for delay and how many years project it is for them so that teachers should not wait endlessly about the revised pay. This is really not fair. then there is one AICTE that has no bakbone of its own. They will be the last to follow the UGC pay gudieliens in entirety. All sorts of excuses are being made every time teachers meet them. 6. The real first reform needed is respecting the sentiments of the teaching community before anything else can be done.

I am well qaulified fellow and also did research in IIT. Invariably, I can say that NITs are way ahead of IITs and IITs are rot. BTW, I am in responsible position in very good organisation and also respectable member of IEEE.Just shut-up you mass education folks and your good for nothing material and PG programs. Well , we don't compare with rotting IIT, we do compare with best we think ITT is not. If you are reject from NIT, don't gruntle and pass untoward statement like this. I have proof of their IIT-JEE from kanpur professor and also proof of lot of under hand dealing with staff selection till directors. Just shut-up don't fool around institutes of national importance.

If you felt that it was careless reply,I cant help it. It was a correct reply, for, 4-tier structure is adopted either in IIT's or NITs, so your guessing can go correct by half.I still dont know, how this was a careless reply.

Govardhan Mehta stated in his report that for 3-Tier Structure, he designed and mapped the scale as same as to UGC Scale. for Fitment , Govardhan Mehta said that follow the CPC/UGC formula.

So don't get upset. Always expect for better.

I don't what you know about NIT. NIT iss gold man and it is temple of learning. If you see the vast profile of alumni, they stand everywhere in the world. NASA nano tech lab director to IGCAR are NIT graduate. You fool. You annot get in to NIT through tough competitive exams, you cannot comment like riffruff about NIT's It is fulcrum of education not like your phony IITian talking that they have done this they have done. Actually most of web based comapnies in silicon valley and recently caltech graduate program all have NITians. look at NITian maxing the CAT, design competition and many things .They loose everywhere and anywhere.

I think that you should your foulmouth and concentarte something in your life if at all you have. One of colleague was from the beautiful IIT and says that they are more interested in paper advertisement than originalacademic research. Most of recruitment done are from people known to directors or professors. They are so infested that they get only from midel order US univ and post doc's. Not from MIT or Caltech. Secondly, their students does not even know Iron carbon diagram quoted by TATA stell Dr.Muthukrishnan,their dear alumni... They are totally infested with ninbreeding and good far nothing teachers.... More than that another institutes on the name of IIsc joins with them because they are not having UG ,which is pitching ground for Ph.d.

The way is only NIT ,which willshine like golden one.For the benefit of anyone, you can shut-up....

Does this clearly answer the question asked by Nisha?It seems to have ambiguity....AGP 8000. What will be the designation even if it is PB-4 ....Asst Prof or Associate Prof?

Yes you will be placed in PB-4 as soon as you complete 3 years in Selection Grade. Please read the Mehta committee Report 3.4.2 as given below

"All existing Lecturers (Selection Grade) who do not have a Ph.D degree and have completed 3 years in the pre-revised pay scale of Rs. 12000-18300 as on 1.1.2006 will be placed in PB-4 (Rs.37400-67000) at appropriate basic pay as per the fixation formula of Sixth CPC/UGC with AGP of Rs.9000. Those not yet eligible to be in AGP of Rs. 8000 shall retain the designation of Assistant Professor till they become eligible for PB -4 (Rs. 37400-67000). "

NITs are age old engg. colleges. NITs are progressing (+Ve) well. Why do you discourage a person ( having US phd/pdfs ) willying to join NIT? It may be a begining. Many such people can transform NIT to an IIT. What is wrong with it?. I know one more person having Phd and US pdfs has recently joined as an Asst. professor in NIT (south India ). I have interacted with him. He is very happy to serve in NIT.

Forget everything.. just do a survey.. how many faculty members of that NIT have Ph.Ds. from USA.. i already know result of survey.. its nobody.. then what to say about postdoctoral experience from USA... however, that IIT which offered u faculty position may (definitely) be having a good number of both breeds.

Dear Raja & Raghu,

I am neither in NIT, nor in IIT. I am from IGNOU. But had lot of opportunities to interact with the people and administartion of these institutes. In due course of time, u will start feeling big difference at all levels in IIT and NIT. NITs are like islands having dictatorship of bunch of people including director. If u look at profile of director of an NIT, u will find that the only thing he has in credit is his strong political background. However, IIT recruites its director purely on the academic basis.

Then u will have to deal with those bunch of jokers in the form of lecturers and senior lecturers. Most of these guys are b.tech. and m.tech. and behave to professors like either very close relatives or servants. Believe me, these guys are going to give u lot of sleepless nights and insecurity.

Then those potballied professors, 90% of them are suffering from some chronic disease like heart attack, blood pressure, etc. They will give u tough times particularly during departmental meetings and public places, if u dont behave them like those bunch of jokers [L & L(SS)].

However, in IITs number of potballied guys is almost nil. Once, u r alotted a subject to teach, u r the boss. No compulsion of attending meetings. Further, u dont have headache of dealing with those bunch of jokers, as everybody around is a Dr.

Hi, I did not intend to have a debate on IIT/NIT quality/quantity issues. I had offer from an IIT as well (I prefer not to spell out which IIT and which NIT). But decided to take NIT because it was closer to home, and a couple of other personal reasons (in fact, recession has much less to do with my decision). If I will be able do good work in an IIT, I should be able to do the same in any NIT as well. Politics is something I will have to deal with wherever I join in India, I suppose.

I have 3+ years of industry experience as a Scientist/Project Manager in a company in USA after PhD (from US as well) mostly doing contract research & development/consulting for US Govermental agencies, and then 2 years of university post doctoral research experience in Europe and 1 year of university post doctoral fellowship in Europe (own project funding in last case). I will complete 6 years expereince after PhD just before joining NIT in a couple of months time. During interview, pay aspects were not discussed/negotiated except that I was told it will be different after implementation of 6th pc. My appointment letter says " ...pay to be fixed as per rules, in the (Pre-revised) scale of 12,000-420-18,300/-+DP+Dearness Allowance and other allowances as admissible in the services of the Institute from time to time". Dear Raghu, Addditional (in excess of the PhD) increments depend on your negoting with the Selection Committee. One thing is sure. That experience will definitly help for reducing the residency in the present cadre to move to the next superior cadre whether you get additional increments or not. (But you have not told what that 6 years experience is. Can you be a little straight about it and at what level?)

It is really shameful on the part of govt. to treat IIT faculty as UGC faculty. Even the Govt Colleges where faculties are just teaching undergraduate and there qualifications are just MA( sociology) and where the classe are even not conducted they are also same. I think that G. Mehta report is mockrey of system, it is a cut paste of UGC report .It seems this Committe members must have done the same job throughout there carrer so what better you can expect( a strong case of plagirism). I think we all must make these institutes like University & colleges where faculties come for hardly 2 hours and we must with immidiate effect stop publishing paper& guiding Ph.D students and start doing all nauncense which is being done in UNIV.

I am having Ph.D with 10 years of an experience and joined Asst. Prof (12000-18300) on 01.09.2005 sir as per report what will be my PB pls let me clear because it is mentioned 10yrs+Ph.D could be appointed as Asst. Prof in PB-4, whether it is for people who will now join or applicable to all our exisisting Faculty?
