Philippine GSIS Member Benefits


Being a member of the GSIS (Government Service Insurance System) is one the great rewards of working for the Philippine government. Benefits offer not only a sustainable retirement pension but members are also insured for their entire lifetime career.

GSIS benefits are complex. Pension benefit values compound monthly and annually. Simply put, private employers are no better than the government because in the private sector there is a risk of uncertain compensation. Bankrupt or not, the government will still back you up and will not disappear.

There are more options than ever regarding the pensions and lump sum amounts offered to retired members. GSIS benefits and programs have expanded beyond life insurance, loans, and retirements. GSIS Retirement Benefits

GSIS Retirement Benefit Options

GSIS retirement, or old-age pension, benefits are grouped into five categories. Members choose which retirement program suits them. The options are:

  • R.A. 8291: The member chooses either a five-year lump sum or a cash payment with an instant pension.
  • R.A. 660: Also known as “magic 87. Tthe retiree’s age plus years of service must add up 87.
  • R.A. 1616: Member withdraws all GSIS premiums and receives gratuity payments from their employer at the same time.
  • P.D. 1146: Only for members in government service after May 31, 1977, and before June 24, 1997. Qualified members choose between a basic monthly pension (BMP) and a cash payment.
  • R.A. 7699: Also known as "Portability Law." For members whose creditable years of service do not qualify them for a retirement pension. Members can combine their SSS years of service together with GSIS years of service.

GSIS Survivorship Benefits

When a GSIS member or pensioner dies, all of their qualified beneficiaries are entitled to receive a lump sum amount or a monthly pension subject to the survivorship program policies and rules. Qualified beneficiaries include the pensioner’s surviving legal spouse (provided he/she has not remarried), dependent children under 21, and incapacitated children. If the pensioner was single, qualified beneficiaries would include their legal parents.

A monthly pension for surviving spouses amounts to 50% of the member's basic monthly pension. Each qualifying child is entitled to receive 10% of the BMP, up to a maximum of five children.

GSIS Burial and Funeral Benefits

In addition to Survivorship benefits, qualified beneficiaries are entitled to a P20,000 funeral benefit upon the member's death. Beneficiaries should submit the NSO death certificate, an affidavit of funeral expenses, an official receipt of the funeral expenses, and other supporting documents including the beneficiary's NSO marriage contract or birth certificate.

GSIS Separation Benefits

Even if a GSIS member leaves their job before the age of 60, they may be qualified to receive cash and monthly pension through the separation benefits program. A member in service for at least three but less than 15 years is eligible to receive a cash payment equivalent to 100% of their Average Monthly Compensation (AMC) for every year of service, payable when they reach the age 60. If they were in the service for at least 15 years, the cash payment benefit is equivalent to 18 times the Basic Monthly Pension, payable upon separation. The monthly pension for life begins at age 60 if the member is under 60 years of age at the time of separation.

GSIS Unemployment Benefit

When a permanent government employee who has paid the required 12 months integrated contributions separates from service, they are entitled to receive monthly cash payments equivalent to 50% of their average monthly compensation (AMC). The member receives the benefit for two to six months, dependent upon their years of service. There is a uniform schedule for this benefit coverage.

GSIS Disability Benefits

Disability benefits are for members who become disabled, injured, or impaired physically or mentally. Cash payments and monthly pensions depend upon the type of disability and the amount depends upon the member’s creditable service and average monthly compensation.

GSIS EC (Employees’ Compensation) Benefits

EC benefits are the employers contribution. Members have the option to receive cash income benefits for disability or death, medical, and related services for injury, sickness, and rehabilitation services. They are also eligible for monthly cash income benefits for permanent disability, provided they meet eligibility requirements.

GSIS Hospitalization Benefits

Members and their beneficiaries can use the member's GSIS ecard to receive discounts on fees for medical services at partner hospitals, including outpatient and emergency services, medicines, and professional fees for select physicians. In addition, members are eligible for:

  • 50% if they use the medical equipment lent by the GSIS to the hospital;
  • 40% if they undergo special diagnostic procedures;
  • 35% for common procedures;
  • 30% on hospital room rates;
  • 10% on professional fees, including consultations.

GSIS Life Insurance

One of the best benefits of being a GSIS member is very inexpensive premiums for life insurance. Members are eligible for life enhanced, life endowed, personal, fire, vehicle, and other insurance policies with low premiums.

GSIS Loans

GSIS offers loans to all members and pensioners, including emergency loans, cash advances, housing loans, consolidated loans, and policy loans. Members can use their ecard to access the loan programs.

I called the loans and Claims to asked about my Survivor Benefits, to my dismay a person who took care of my call (overseas USA) don't know what to say? Why the Department head Mr. Antonio Palicas did not even talk to me? Is he hiding something? I trust the GSIS Philippines to take care of my benefits? Please help me to find out why did they let somebody withdraw? I did not asked any body to withdraw?My youngest son who was only 13 at that time wants to file a case againts GSIS employee, self and the 3rd party. What was there reason to do that to me? I have letters coming from my sister in law who took charge for everything,until even single penny left? I will also want to talk to Atty.Presida Acosta a PAO Lawyer to help me. 2. My dad died two years prior to my mom's death.

3. My mom died within her employment.

4. She was employed for more than 26 years.

5. She has an existing loan of P25, 000 and P97,000 from GSIS

6. All three children are of legal age

questions are as follows:

1. according to GSIS we will no longer get anything from funeral to survivorship benefits and still we owe GSIS P67,000... this is according to GSIS because my mother is a widow and all children are of legal age, what happened to Section 21 - C, Paragraph 2 of RA 8291 we are the legal heirs and a notarized affidavit is presented?

2. Contributions for more than 26 years are not sufficient to cover for whatever loan my mother is subject to? how did that happen?

3. How is it possible that within the time of her employment, my mother has not paid a single dime for her loans?

4. Is GSIS telling us that my mother, after 26 years of unwavering service only contributed P55,000 in total?

5. Is GSIS Serious?

6. Do GSIS have employees who are not incompetent?

sir/mam i have a problem regarding the survivor ship and insuranceof my father, my father is already died last july 21, 2016, my father has a housing loan before but it is foreclosed by gsis when i claimed our benefits as surviving heirs they said that all our benefits will be deducted, my question is why they deduct our benefits from the loan of my father that is already foreclosed?

Hello po! Just a quick question lang regarding s housing loan ng father ko na namatay na nitong august lang. Panu po un kc that time when he died active pa sya s service. Sa gov't din sya nagwowork at mo thly ang deduction sknya. Ang sabi nong nakausap ko s gsis di daw updated bayad, which is odd kc automatic naman dinididuct s salary nia. Tapos bingyan kami form for Reconciliation. Ipapasa daw s living heirs ang natitirang bayarin na s loob pa ng 15yrs. Di po ba insured naman ang ganon? She is a retired decs (now deped) supervisor but the pension she is receiving is as a surviving spouse of her late husband who was a pensioner. If ever, what are the requirements? Hi good day! My brother is single. our mother is still alive at the age of 80. My brother was a barangay official for more than 20 years then. We were 12 remained in the family. I was the sole beneficiary in his gsis membership. When he died i got nothing. It was claimed without my knowledge. Though it was given to my mother. Is it consider a dispute. Could i contest such claim?

I heard something from my friend and I got curious that's why I found this page. I hope I get a positive response to this query.I resigned from being a public school teacher in 2008 because I was hired here in the US. The total number of years I've rendered to DepEd then was 13 years. I resigned, did not ask any other questions and left for the US. Now, I'm a permanent resident of the US and my friend told me that I don't have to wait for 60 years for my retirement. Is this true? If so, how's the computation going to be?

PS. I had an outstanding loan before I left. Can I still get anything?

Good day! i would like to clarify regarding with the Disability of my father June 2015 we filed to GSIS kalibo branch my father both sight are blind, September 25 2015 my father died but the his disability is not fixed after my father buried October 2015 we comply again to GSIS kalibo his Disability if there is any possibilities we can still claim his disability as long as we are having the items then the clerk give us requirements to process the foregoing transaction i check the updates every week in their office and GSIS hotline to double check the updates since their system is generated. I talked with the call center agent and verify if how many working days we can claim the disability because as per GSIS kalibo the survisorship of my mother was hold due to the disability if my father is not yet fix my father worked for 15 years and 7 months and we know that he is qualified for survivor. Last time i called the GSIS hotline was May 21015 and if they state it will 90 working days for check processing i called to GSIS kalibo this second week of August 2015 they the clerk told me that it was DISAPPROVED based on them it was disapproved because of the effectivity date and the member is died already. Now i was so disappointed because why they give as assurance and requirements to process and submit if they job the first thing i comply with them i told them that my father is died while his dissabillty is currently on process now its not our fault if do they have effectivity date for processing because they working with those documents and its not our liabilities. I am currently working at the DepEd for almost 7 years and previously worked at the local government unit for almost 10 years (1997-2007). My previous agency had remitted my premiums for 1o years, same also with my current agency ..When I checked my creditable premiums I found out that only my premium at the DepEd is credited. I have already submitted the needed requirement such as my latest service records and latest appointment to GSIS since 2010, unfortunately everytime I checked my records still it's not connected or updated. I have an outstanding loan of 12,000 since 1994 . I am a government employee since 1995 up to now, but since 2000 lang kami binawasan ng GSIS premium contributions, kon sakali po bang kami ay mag resign ano po ba ang mtatanggap namin sa GSIS, at klan k kami pweding mag karuon ng pension? for how many years bago mag karoon ng pension ang isang member po?

good day sir, ask ko lang po may father was disable last since 2003 pa then, nakapagloan pa sya ng 2beses, right now my father is 67 years old na. hindi na po ba sya pwedeng mag apply for loan? kasi po sabi sa gsis cabanatuan branch di na daw sya pwede magloan kasi matanda na at disable pa. hope you can help us. please explain why he cannot apply for the loan.

Yup my grandma is a GSIS old-age pensioner and she always receives double pension during December. You can call that extra one month pension the 13th month or Christmas bonus because they always give it during December. It's credited on the GSIS ecard so it's easy to check and withdraw

hello. id like to ask if im entitled to a refund of my premium contributions. i used to be a clerk of court prior to my assumption as municipal trial court judge last dec. 6, 2012. Since judges are covered by a separate retirement law, i applied for a premium refund. I was told however by GSIS that all i can claim is the cash surrender value of my policy since refund is given only to prosecutors under RA 10071 who are remitting both life and retirement premiums prior to May 29, 2010. is this correct?

Another thing, sir. as advised by them i applied for the cash surrender value of my policy. i was surprised because GSIS Surigao not only deducted my outstanding policy loan from the cash value but also deducted my outstanding E card cash advance and consoloan resulting to a zero net proceeds. i thought what would be deducted would be the regular policy loan only since i continue to be a member of the GSIS albeit the type of my membership has changed from regular member to special member (with my becoming a judge). In fact, i was told that i can still avail of all kinds of loans even if we are now contributing only for our life insurance.

Finally, sir, may i also ask your kind opinion on this. as of march 13, 2013 my length of service is 14.16438. if i apply for separation benefit today, oct. 28, 2103, will i be entitled to cash payment equivalent to 18 times the Basic Monthly Pension, payable upon separation, and the monthly pension for life starting age 60? h! twentyfive my mom is a teacher she died on march 1 2013 she is on the service and she applied her retired in the ombudsman last year 2012,then after i completed the requirements for the death benefits and her survivorship, the employee said in the GSIS you cannot claim your mother retirement cause she didn't apply for the retirement before she died,but she is already applied her retirement on the ombudsman she is 36 to 38 years in the service ,what is this? what is the rule of GSIS about this care, i think this is not fair... hope you answer my concern ....

Hello dad passed away last JAnuary... we are already done with the processing o all the needed requirement. then it was found out that he had some unpaid existing loans so all his benefits where not result coz it had to be deducted from his loans. though we passed some payslips indicating some payments of his loans that were deducted from hist salary.. anyways po.. the question is to they have the right to not release the burial benefits because it will also be deducted form his loans? I thought burial benefits should be given no matter what...

You need to file a form in the GSIS to update your status to Married and attach your NSO Marriage Certificate. Submit the form and the NSO MC to the Members Info Service. If you are single, I suggest you submit a CENOMAR to prove you are indeed single.

My friend applied for a retirement. However, on his 65th birthday on May 10, 2013 he met his untimely death at around 10pm after suffering of heath attack. His papers were on process. Gud evening, jus want to be clarified, i worked as government employee for almost 21 years, 11 years as local government emplyee, 6years and 3mos as national govt.employee and 4 yrs n 4 mos as brgy. employee. resigned from work at the national govt. in aug,2003, wherein i have standing salary loan n policy loan with the gsis, and thats the time i transferred to the barangay level. However, in the barangay level, we are not qualified to be a member of the gsis considering that we do not receive salary just honorarium, so my membership contribution stopped. Just want to ask if it is possible to just continue my personal contribution. so that when i reached the retirement age, I could claim some benefits due me. . . thank u very much in anticipation of ur reply.
